 GAR – Association for Migration Research is looking for a researcher (70%) to work within the framework of a comparative research project conducted at the University of Neuchâtel (Switzerland) and funded by the Swiss National Science Foundation. The project is entitled “Digital empowerment: unpacking ICTs-mediated practices of asylum seekers in Turkey and refugees in Switzerland to cope with (im)mobility conditions”. Its main aim is to examine the use of digital technology by sub-Saharan African asylum seekers in Turkey and refugees from the same region living in Switzerland (for further information please click here).

 Mission:

– Literature review on the use of digital technology by migrants in Turkey;

– Fieldwork: which consist of ethnography in Istanbul and Izmir among sub-Saharan African asylum seekers, conducting semi-structured interviews, collection online data and organizing focus groups;

– Co-organisation of a workshop on the use of technology by migrants in Istanbul;

– Possibly to co-write scientific reports and conference papers in English.

Requirements:

– Master’s degree in social sciences, preferably sociology, social anthropology or migration studies

– Ongoing PhD in social sciences (preferably in qualitative sociology) dealing

with migration and refugee issues, or PhD degree received no later than two years ago (date of viva voce) on the same issues;

– Extensive knowledge of migration and refugee studies (knowledge on digital migration studies would be an asset);

– Excellent knowledge of qualitative research methods (in particular semi-structured interviews and ethnography);

– Qualitative fieldwork experience with migrants;

– Fluency in English is a necessary condition (good knowledge of French

would be an asset).

The position is based in Istanbul. The successful applicant must be able to travel, especially to Izmir, and stay in this town about 3 months for conducting fieldwork. 

Benefits:

The salary conditions are based on the Scientific and Technological Research Council of Turkey (TÜBİTAK) young post-doctoral researcher scholarship. Travel and fieldwork expenses will be covered by the research project.

Starting date: 1 October 2020.

Duration: 12 months.

Le labex Les passés dans le présent

Comment forger de nouvelles manières de porter son regard vers le passé et vers le futur, qui nous permettraient de faire face aux défis de notre temps ? La question émane des travaux du labex Les passés dans le présent, qui ont évolué, depuis 2012, vers une expertise scientifique reliant le passé, le présent et le futur. Son approche, ancrée dans les sciences humaines et sociales et les humanités numériques, s’enracine aussi dans les exceptionnelles collections et ressources documentaires des grandes institutions culturelles partenaires : BnF, Archives nationales, INA, musée du quai Branly-Jacques Chirac et musée d’Archéologie nationale. 

Porté par l’université Paris Nanterre avec l’université Paris 8, le CNRS, l’université Paris Lumières (COMUE) et l’université Paris1 Panthéon Sorbonne, le labex Les passés dans le présent est fondé sur une pratique internationale, inter-institutionnelle et collaborative. Il fait de la professionnalisation des étudiants dans le secteur culturel (innovation numérique, patrimoine, prospective) et du soutien aux jeunes chercheurs une priorité.

Portant un regard à la fois rétrospectif et prospectif sur les relations des sociétés à leur passé et leur futur, le labex Les passés dans le présent se constitue en un véritable pôle interdisciplinaire, qui appréhende toutes les époques, des plus anciennes aux plus contemporaines, de la Préhistoire au temps présent, et toutes les aires géographiques dans une perspective comparatiste et plurilingue. 

Pour ce contrat à temps plein et d’une durée de 12 mois, le post-doctorant est invité à développer sur une partie de son temps (un tiers au plus), un projet personnel de recherche en lien avec les thématiques du labex Les passés dans le présent.

Le projet MEMOVIVES

Dans le cadre du projet MEMOVIVES, le LABEX “Les passés dans le présent” recrute un.e post-doctorant.e en sciences humaines et sociales.

MEMOVIVES a pour ambition de rendre visible les savoirs et trajectoires biographiques des scientifiques en danger ou en situation d’exil forcé depuis la Turquie et la zone irako-syrienne au début du XXIe siècle. Le projet entend contribuer, dans une démarche active de co-production avec les personnes concernées, à la mémorisation et la patrimonialisation de leur parcours et récits de vie, souvent méconnus – quand ils ne sont pas ignorés – en articulation avec leurs savoir-faire et leurs productions, développés ici et là-bas. La recherche contribuera à retracer l’histoire, individuelle et sensible, d’hommes et de femmes aux destins souvent spectaculaires qui, entre danger, persécution, engagement politique et résistance, ont été accueillis (ou non) en France grâce à des actions solidaires déployées au-delà des frontières. À travers ces récits personnels seront abordées, en creux, l’histoire des grands conflits politiques autant que l’histoire de la science et des arts et ce que celles-ci doivent aux hybridations et circulations des cultures, dans lesquels l’histoire de ces exilés s’inscrivent. La contextualisation de leur accueil se fera dans une perspective globale et comparée. Ce travail sera mené au travail d’une collecte d’archives orales et audiovisuelles.

Prérequis

Sont éligibles les candidats ayant soutenu leur thèse de doctorat entre 2010 et 2019.
 

Missions 

Sous la direction de Pascale Laborier (ISP, Paris Nanterre), de Giusy Pisano (Ens Louis Lumières) et de Sümbül KAYA (IFEA Istanbul) la ou le candidat.e travaillera en étroite collaboration avec les différents partenaires du programme de recherche, afin de contribuer à la réalisation d’une trentaine entretiens semi-directifs en vue d’un travail prosopographique avec des scientifiques et des artistes contraints à l’exil en France, dans la langue de leur choix. Elle ou il travaillera au démarrage du projet avec l’ingénieure de recherche (spécialiste de la zone irako-syrienne et de la recherche en archéologie).  

Profil

La ou le candidat.e devra témoigner d’une solide expertise dans les domaines suivants : méthode des sciences sociales, thématiques migratoires, connaissance de la Turquie et de sa région. La connaissance des principes du règlement général des données personnelles (RGPD) et du traitement des données sensibles est indispensable.

La ou le post-doctorant.e devra exposer son propre projet de recherche en rapport avec le présent projet.

Dans le travail en équipe, elle ou il devra pratiquer couramment l’anglais et connaître d’autres langues (turc, kurde, etc.).
 

Lieu, durée et conditions salariales

Le projet se déroulera sur le campus de l’Université Nanterre.

Le contrat aura une durée de 12 mois à temps plein.

Rémunération : entre 1900 € et 2750 € brut selon expérience

About IGAM:

IGAM was founded in 2013 in Ankara, Turkey as an independent and non-profit association to fill the void of there not being any independent research center in Turkey dealing with asylum and migration. Our mission is further the rights of refugees and to promote these in Turkey and worldwide. We seek to create worldwide awareness of socio-economic situation that asylum and migration brings with it. Our mission is to identify and develop solutions within the context of advocacy. Hence, we would like to enhance our human resource capacity for our current project.

Duration of the Position: 7 months

Responsibilities:

  • To work directly with the Project Manager to ensure CRM mechanism in the Ankara project office including, face to face, e-mail and phone complaints and feedback are collected properly from beneficiaries.
  • Compile and submit quality reports to Program Coordinator & project manager for further consolidation and management decision making
  • Support/ participate in developing the accountability system of the projects.
  • Develop information provision materials in coordination with project team.
  • Conduct observations, Focus Group Discussions and information provision activities with different persons of different age groups (children, youth, adults) and different gender
  • Protect the confidentiality of the beneficiaries’ data/information; Carry out monitoring visits and support M& E Process from the accountablity perspective.
  • Work independently and/or jointly with the multi-sectoral project teams. This includes collecting quality and reliable quantitative and qualitative (FGDs and one to one sesions) data as per the accountability  plan.
  • Work closely with projects’ staff in the field and track progress against projects’ indicators on monthly basis and update indicators’ tracking sheet in cooperation with the M&E officer.
  • Work closely with relevant project staff and partners to collect compliance feedback and to esnure that beneficaries reach accurate service.
  • Conduct one success story/case study about project interventions at the end of each month.
  • Carry out jointly monitoring visits  every week to infıhubs prepare a joint monitoring report including agreed action points during visits and follow up on action points from the joint monitoring visits.
  • Translate monitoring and compliance data collected from the field from Arabic to English/ Turkish language and vice versa, when required.
  • Provide M&E inputs in accordance with complaince mechanisms to monthly, quarterly and annual project reports

Knowledge, Skills & Abilities:

  • Bachelor degree in international development, international relations, statistics, rural development, data management, or other relevant discipline
  • Minimum 6 months’ experience in conducting quantitative and qualitative data collection activities (surveys, assessments, monitoring, evaluations, etc.)
  • Fluency in speaking  Arabic is required
  • Ability to write very good quality reports in English is preferable
  • Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships

Project Overview:

ICMPD is inviting all interested candidates to apply for the Senior Project. The position of Senior Project Manager is based in ICMPD’s Ankara Office, as part of Western Balkans and Turkey Regional Coordination Office and reports to the Regional Coordinator. The Senior Project Manager is responsible for development of the project portfolio and for programmatic oversight to initiation and implementation of projects as well as directly manage the assigned projects within the Turkey related portfolio of the Regional Coordination Office. Job Description:

The Senior Project Manager is responsible for programmatic oversight to implementation of projects in Turkey, for development of new projects within the portfolio, and kick-off and initiation of new projects and oversight of implementation of projects within the assigned portfolio.

Ensuring consistency with the regional and organisational strategies and synergies, the Senior Project Manager identifies new project opportunities, plans and coordinates project formulation processes by identifying potential partners and donors as well as by planning project resourcing. The Senior Project Manager supports the development and implementation of the regional strategy, develops and cultivates relationships with donor and project partners and actively contributes to resources mobilisation activities within the regional programme.

The Senior Project Manager is responsible for the timely initiation and set up of new projects ensuring compliance with ICMPD legal framework and country-specific management typologies as well as applicable donor agreements. S/he coordinates the timely deployment of project teams and 2 establishment of project offices in close collaboration with relevant HQ units. S/he proactively monitors progress of portfolio implementation through established systems and procedures and provides continuous feedback on financial and operational performance to project managers prompting performance improvements as required. The Senior Project Manager ensures that planning, and implementation processes are applied by the projects and that timely reporting to donors and through corporate systems is undertaken by the projects within her/his portfolio.

Senior Project Manager, when assigned to directly manage a project or projects within the portfolio of the Regional Coordination Office, will be responsible to exercise the responsibilities of project manager, in accordance with the generic functions thereof, as determined by the ICMPD Job Evaluation Standard.

The Senior Project Manager works under the supervision of the Regional Coordinator and in close collaboration with the Project Teams in the region and the staff of the Regional Coordination Office. S/he supervises Project Managers and works in close cooperation with the Heads of Offices in the countries within her/his assigned portfolio. The Senior Project Manager maintains effective working relationships with all relevant Directorates, Units and the Brussels Mission to collaborate, to ensure effective information flows, organise and coordinate activities as well as to solicite organisational effectiveness and achievement of results across ICMPD.

The Senior Manager works collaboratively with a wide range of external stakeholders, partners and donors relevant to the regional programme across countries and organisations.

Tasks and Responsibilities:

1. Participation in strategic direction and partnerships:

  • Support development and formulation of the regional strategy. Participate in strategic dialogues
  • within the ICMPD and with partners in the process of regional strategy formulation.
  • Formulate inputs to regional strategy documents, related work plans and regional business
  • processes. Introduce readjustments, update and revise documents to reflect changes.
  • Support the development of regional resource mobilisation strategies.
  • Actively seek to identify new project and funding opportunities at the regional level aligned with
  • the regional priorities.
  • Develop and cultivate relations with donors relevant for the regional resource mobilisation
  • strategy and actively support activities to mobilise resources.
  • Actively communicate results and advocate for ICMPD approaches and strategies with regional partners and donors.
  • Represent ICMPD in official events, meetings and conference when required or when requested in close coordination with RC and Head of Offices.

2. Development and initiation of projects:

  • Identify new project opportunities through an ongoing analysis of the developments in the region, the lessons learnt and dialogue with ICMPD staff, beneficiaries and project partners and other stakeholders and in consistency with the strategic direction.
  • Develop concepts for new initiatives within the regional portfolio.
  • Plan and coordinate project formulation processes. Coordinate deployment of internal and external expertise towards project formulation as required.
  • Undertake missions for project identification and formulation. Provide quality control and advice towards concepts and drafts.
  • Draft project proposals and documents of key strategic importance.
  • Identify potential project and consortia partners. Develop and agree project level partnership arrangements and negotiate partnering arrangements. Negotiate and agree with project partners on aspects related to project design.
  • Coordinate proposal and project document drafting processes ensuring the substantive and programmatic quality of documentation for best practice and lessons learnt. Coordinate peer review of project proposals as needed.
  • Plan project resourcing by defining organisational structure and staffing requirements and key budgetary parameters in close collaboration with relevant HQ units and in line with ICMPD procedures.
  • Address issues and solve bottlenecks during the project formulation and initiation in consultation with relevant partners and donors.

3. Initiation of regional and country-level projects:

  • Ensure compliance of new projects with ICMPD legal framework and country-specific management typology, security procedures and other relevant aspects in collaboration with respective HQ units.
  • Guide and oversee set-up and initiation of new projects.
  • Coordinate timely deployment of project teams, participate in selection of project managers and senior project staff.
  • Coordinate and ensure the physical establishment of projects and operationalisation of new projects to point of handover to project managers.
  • Ensure and supervise the prompt start of the project by the project team.

4. Oversight of portfolio:

  • Monitor progress of portfolio implementation maintaining an updated overview of implementation of all aspects of the portfolio including a comprehensive financial overview.
  • Provide feedback on financial and operational performance to project managers prompting performance improvements as required.
  • Monitor financial implementation of projects throughout the assigned portfolio ensuring adherence to set financial targets and timelines. Provide feedback to project managers on project financial performance and advice to address challenges and bottlenecks.
  • Provide strategic advice and trouble-shooting support to project teams as required.
  • Maintain an overview of project reporting to donors and according to corporate requirements.
  • Prepare regular reports on the performance of portfolio in line with corporate reporting requirements.
  • Coordinate and collaborate with donors on issues related to implementation of the portfolio or specific project-level challenges.
  • Identify and formulate lessons learned and best practices from projects implementation to feed into formulation of new projects.

5. Team management:

  • Provide guidance and supervision to the project managers within the assigned portfolio.
  • Ensure effective and transparent communications with project managers and keep project managers abreast with developments relating to ICMPD.
  • Evaluate the performance of the supervisees according to ICMPD´s performance management system, report on performance to Regional Coordinator as required.
  • Provide guidance to the project managers on the application of ICMPD procedures in the planning, and implementation of projects to project managers.
  • Ensure by collaboration with the Heads of Offices, a proper and transparent performance monitoring of project managers.

Incumbent Profile:

  • A minimum of 8 years of position-relevant experience in management of complex, multistakeholder, and donor initiatives in the field of migration.
  • Substantive knowledge of migration related matters.
  • Strong experience in development and formulation of projects across various sectors.
  • Proven experience in developing solutions to multi-dimensional (political/technical) problems.
  • Substantive knowledge of the region and regional migration challenges
  • Proven experience in development of partnerships, resources mobilisation for new initiatives and formulation of projects.
  • Strong negotiation and communication skills.
  • Strong advisory competence on project management issues.
  • Experience in management of project teams and experts.

Corporate Qualifications:

  • Experience in an international context as an international staff and/or expert.

  • Master´s degree related to the area of work.

Compensation:

ICMPD offers an attractive compensation package. This position is classified at LP4. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
